Bloodborne Pathogens

Bloodborne diseases are a serious concern in the United States. Hepatitis B infects over 60,000 people annually and has over one million “carriers” in the U.S. The HIV virus, which usually leads to AIDS, currently infects over one million people. OSHA estimates that 5.6 million workers in the health care industry and related occupations are at risk of occupational exposure to bloodborne pathogens, including HIV, hepatitis B (HVB), hepatitis C (HVC) and others.

All occupational exposure to blood or other potentially infectious materials place workers at risk for infection with bloodborne pathogens. A workplace employee can be infected by a needle stick or other sharp stick (broken glass, tools, etc) or by getting blood or other potentially infectious material in the eyes, nose, mouth or on broken skin. OSHA defines blood to mean human blood, human blood components or products made from human blood. Because of the increasing problems with these diseases, in 1991 OSHA passed a “Bloodborne Pathogens” standard that addressed this issue.

OSHA’s standard (29 CFR 1910.1030) requires employers to use an approach to infection control known as Universal Precautions. According to Universal Precautions, all human blood and certain human body fluids are treated as if known to be infectious for HIV, HVB, HVC and other bloodborne pathogens. Employers are also required to establish a written Exposure Control Plan designed to eliminate or minimize employee exposure. Other items regulated in this standard include engineering and work practice controls, PPE, labels and signs, record keeping and more.

Employees in all areas need to be properly trained to deal with the potential contact of blood from another person.
